Constitutional Matters - Federal Register
While reading the book, Alienated Nation: The New Quest for Liberty, I have come to this conclusion; This is the shadow government of the United States. The Presidents have and do use this to rule.
Basically, an agency submits a law to the Federal Register (OFR). If after Ninety days no one has objected, it becomes law. It is estimated that 90% of our laws have been instituted in this matter. A good example of this would be the so called "Affordable Care Act". Although, the Legislatures and President passed it. The agency filled in the blanks to suit the needs of whoever was supervising them.
As far as I can tell, our Legislatures are just and smoke screen. And I'll bet the members have no idea they have so little to do with the law of the lands.

To the average Citizen this sounds ludicrous, but I think she was referring to the process (OFR)by which our laws are passed. Basically, the so called "We the People" are not part of the process.
So this is what our Federal Government really looks like. The laws passed by Congress are edited. And it does not include We the People.
